L’initiative populaire «Pour des naturalisations démocratiques» vise à donner aux communes le pouvoir de fixer de manière autonome la procédure et l’organe compétent pour l’octroi du droit de cité communal. De plus, les décisions populaires en matière de naturalisation seraient définitives et ne pourraient ainsi plus faire l’objet d’un recours devant un tribunal. Les étrangers qui souhaitent devenir Suisses doivent remplir les conditions fixées par le canton de résidence, la commune de résidence et la Confédération. La procédure de naturalisation est arrêtée par les cantons ou, si le droit cantonal en dispose ainsi, par les communes. Il n’existe pas de droit à la naturalisation, sauf si les cantons le prévoient expressément. Les demandes de naturalisation refusées peuvent faire l’objet d’un recours devant un tribunal, voire devant le Tribunal fédéral en cas d’atteintes présumées aux droits fondamentaux telles que la discrimination ou la violation du droit d’être entendu. L’initiative populaire vise à modifier cette organisation des compétences et demande - que les communes puissent décider de manière autonome quel organe est habilité à octroyer le droit de cité communal, et - que les décisions de cet organe soient définitives et ne puissent donc plus faire l’objet d’un recours. ​L’initiative a été lancée en réaction à deux arrêts rendus par le Tribunal fédéral en 2003, qui obligeaient les municipalités à engager des procédures de révision constitutionnelle. ### Résultats L’initiative a été rejeté par le peuple et les cantons.
