L’iniziativa popolare «Per naturalizzazioni democratiche» vuole conferire ai Comuni la facoltà di stabilire in modo autonomo la procedura e l’organo competente per la concessione della cittadinanza comunale. Inoltre le decisioni popolari in materia di naturalizzazione sarebbero definitive e pertanto non potrebbero più essere oggetto di ricorso davanti a un tribunale. Gli stranieri che desiderano diventare Svizzeri devono adempiere le condizioni poste dal Cantone di domicilio, dal Comune di domicilio e dalla Confederazione. La procedura di naturalizzazione è fissata dai Cantoni o, se previsto dal diritto cantonale, dai Comuni. Non sussiste alcun diritto alla naturalizzazione, a meno che i Cantoni lo prevedano espressamente. Le domande di naturalizzazione respinte possono essere impugnate mediante ricorso dinanzi a un tribunale e in caso di presunta violazione dei diritti fondamentali, quali la discriminazione o la violazione del diritto di essere sentiti, anche dinanzi al Tribunale federale. L’iniziativa popolare ha l’obiettivo di modificare questo ordinamento delle competenze e formula le seguenti richieste: - i Comuni devono poter decidere autonomamente quale organo è autorizzato a concedere la cittadinanza comunale, e - la decisione sulla naturalizzazione pronunciata da tale organo è definitiva, ovvero non sottostà a verifica da parte di un’altra autorità. L’iniziativa popolare è stata lanciata in seguito a due decisioni del Tribunale federale del 2003, che impongono ai comuni di avviare procedure di revisione costituzionale. ### Risultati L’iniziativa è stata respinta dal popolo e dai cantoni.
